By using scenarios as a bridge to connect technology with the market, the document aims to accelerate the deep integration of technological innovation and industrial innovation.
 


 

The document clearly defines "scenarios" as specific contexts designed for the systematic validation of new technologies, new products, and innovative business models—encompassing their industrial applications—as well as the supporting infrastructure, business models, and institutional policies. The document emphasizes that scenarios serve as a crucial bridge between technology and industry, seamlessly connecting R&D efforts with market opportunities, and play a pivotal role in driving the large-scale commercialization of cutting-edge technologies and products. By establishing a development pathway that integrates "technological breakthroughs—scenario-based verification—industrial application—system-wide upgrades," this approach will help China cultivate new forms of productivity and foster high-quality economic and social growth.
